57% of payroll issues originate before payroll processing begins, new CloudPay research reveals
New findings from CloudPay’s 2026 Payroll Efficiency Index highlight the growing importance of data quality, system integration and cross-functional collaboration in delivering successful payroll outcomes.
Ahead of National Payroll Week, CloudPay has analysed the key findings from its latest Payroll Efficiency Index to identify the biggest challenge facing payroll and HR teams today.
According to CloudPay’s latest Global Payroll Efficiency Index (PEI), 57% of payroll payment issues originate upstream, in data preparation, validation and system handovers rather than within payroll processing itself.
Based on analysis of more than 4.7 million payslips across 140+ countries, the findings highlight how payroll performance is becoming increasingly dependent on data quality, integration maturity and collaboration across HR, payroll, finance and technology teams.
The research also suggests that organisations are becoming more effective at reducing payroll complexity before issues reach employees. Global first-time approval rates increased to 74.79%, while issues per 1,000 payslips declined across every region. The report also found that supplemental payroll impact fell to 18.33%, indicating fewer corrective payroll runs and more stable first-cycle execution.
For HR leaders, the findings reinforce payroll’s growing role as a strategic business function rather than simply an operational process.

More than half of payment issues start upstream, where data moves between HR systems, payroll platforms, partners and payments processes. That highlights the increasingly important role HR, payroll and technology teams play in working together to ensure data is accurate, validated and connected from the outset.”
As organisations continue to invest in digital transformation, AI and workforce technology, the research suggests the strongest payroll outcomes are increasingly being achieved by those with more integrated operating models and stronger data governance practices.
“Payroll efficiency is no longer defined by speed alone,” Gomez continued. “The organisations seeing the greatest success are focusing on control, predictability and visibility across the entire employee data journey. By identifying issues earlier and improving integration between systems, they can reduce rework, strengthen compliance and deliver a better employee experience.”
The findings come at a time when employee expectations around payroll accuracy and transparency continue to rise. While employees may never see the complexity of payroll operations, errors can have a direct impact on trust, engagement and financial wellbeing. Suggesting organisations should focus on improving data accuracy at source, strengthening integrations between HR and payroll systems, and identifying errors earlier in the employee data journey.
CloudPay’s 2026 PEI report concludes that as payroll processes mature, many of the remaining challenges are concentrated at the points where systems, data and processes connect, making integration maturity an increasingly important factor in overall payroll performance.
